We are proud to share that Professor Cherian George (Department of Journalism), has crafted the Covering Hate Speech: A Guide for Journalists for the United Nations Educational, Scientific and Cultural Organization (UNESCO). This groundbreaking publication was launched during UNESCO’s World Press Freedom Day celebrations in Brussels, Belgium, on 6 May 2025. The guide is now available in English, with Indonesian and multilingual versions to follow in the UN’s digital library. Professor George’s achievements showcase how HKBU researchers drive global impact beyond academia.
"UNESCO’s invitation was an opportunity for me to translate my research into guidelines for the media," Professor George stated. Drawing on nearly 15 years of research into hate speech and its relationship with free speech, he urges journalists, in the guide, to apply professional ethics and investigative journalism techniques to uncover hate campaigns as ongoing processes and complex systems rather than isolated incidents.

Ana Cristina Ruelas, UNESCO Senior Programme Specialist (Communication and Information), emphasised the significance of the guide: “This publication will serve as a vital resource for journalists and media organisations, enabling them to move beyond traditional reporting and harness the power of journalism to combat hate campaigns.” She added that Professor George’s framework, emphasising the “multi-actor, multi-layered character of hate propaganda”, has “significantly shaped our approach to media development and training programmes”. “This will help further highlight the necessity for the global media development community to adopt a more comprehensive approach to covering hate speech that recognises the broader social and political dynamics at play.”
Invited by UNESCO, Professor George will present his guide at the Global Media Forum, organised by Germany’s international broadcaster Deutsche Welle in Bonn this July, and the World Journalism Education Congress in San Francisco, USA, this August. In addition, Professor George also wrote a critical analysis of Asian hate speech law for the forthcoming Oxford Handbook on Hate Speech.
